I hate to be a contrarian, but I think it's more accurate
to say CIDR *was* a success story (which you can clearly see
by examining the BGP growth curve for the 1994-1998 period).
It's much less clear that CIDR has been holding the floods
back since about 1999; there are other factors at work,
and the growth in PI assignments is probably the main reason
we're here (on this list).
