The review period is now over.
We received a thorough review, and a second set of useful comments.
Both sets of comments have been addressed, and both reviewers agree that
the document is ready to publish.
No other votes were received from the IRSG.
The most current document version, which addressed those comments and
was accepted, is:

I will update the tracker to indicate that the state is IESG Review.
