Simple: one of the contributors to the explosion is the drive for PI prefixes. This is driven by sites that choose to be multi-homed and want failover semantics that BGP can provide. With ILNP, a site can get this semantics with multiple PA prefixes. I hope that this is clear. If not, this has been discussed ad nauseum in the mailing list archives. Can we please move on?
