What's wrong with the approach where a host that is away from home gets its packets tunneled from home to its current location and then negotiates a direct tunnel with its correspondents for more optimal packet flow?

Nothing 'wrong' per-se. However, it would have the drawbacks of requiring host modifications and tunneling, with the associated issues. There are also going to be latency issues vs. going direct.
