I'm not sure what Tony has in mind with "locally unique" locators.
Was probably just a typo and should be "locally unique identifier".
Since a locally unique identifier is, on a global scope, meaningless
without
its corresponding locator, referrals must always point to pairs of
identi-
fiers and locators. Hence no need for a pure identifier-to-locator
lookup.
