another thought is to use a chrooted home directory setup with VSFTP
with SFTP support.

the user home chrooted configuration is simple - a single line in the
vsftp.conf file.

the sftp support  is a few steps outlined in:


http://wiki.vpslink.com/Configuring_vsftpd_for_secure_connections_(TLS/SSL/SFTP)

you could then use x.inetd to managed VSFTP and set up limits within
that - max connections, connections per second, etc.

i'm sure there are a lot of other solutions to this problem as well -
this one jumped out at me first.
