As I understand it, this particular sentence in section 3.1.1.3 of RFC 9280 leads to a lack of clarity around the role of chairs in calling consensus:
> It is the responsibility of the chairs to encourage rough consensus within > the RSWG and to follow that consensus in their decision making, for instance, > regarding acceptance of new proposals and advancement of proposals to the > RSAB. I suggest that RFC 9280 updates, removes that text and adds the following sentence to section 3.1.1.4: > The RSWG chairs have the same role and responsibilities regarding consensus > within the RSWG as would chairs of a working group in the IETF.
