That approach worries me a lot. As an author, I need to know at the outset what I can do. Or I won’t invest time into authoring, because too much time will be wasted by senseless arguments. It took us some six years to actually start doing what RFC 7997 said. A little more of “authors can do $x” might help avoid falling back into this unneeded conservatism again. I don’t have specific points I want to raise at this point, but I want to push back a bit on ignoring the contribution of the authors.
