That approach worries me a lot.
As an author, I need to know at the outset what I can do.
Or I won’t invest time into authoring, because too much time will be wasted by 
senseless arguments.
Of course that knowledge need not come from an RFC, but there needs to be some 
community-fed collection of that knowledge.

It took us some six years to actually start doing what RFC 7997 said.
A little more of “authors can do $x” might help avoid falling back into this 
unneeded conservatism again.

I don’t have specific points I want to raise at this point, but I want to push 
back a bit on ignoring the contribution of the authors.
