In charter, probably not.  In practice, probably best left to the xml2rfc 
maintainers, but we could.

I don't think that the specification part is especially hard.  We define <mi> 
and <mb> to contain LaTeX notation (inline and block respectively; pick 
whatever name).  The block variant needs to have captions and anchors and all 
the block stuff that figures do.  Then ideate on what it might look like in 
HTML (an SVG with some data-math attribute would be fine) and write that down.

It's implementation where things get tricky.
