It seems to me that we don’t understand that transition very well yet. I think we have to plan for some overlap here; a document that has been widely reviewed already should not suddenly be caught in a need to replace all the formulae in the document with an unreviewed new form. (I believe that the specific plan doesn’t have to be in the document, but maybe we should mention the obvious, i.e., that it needs to exist.)
