One solution is to grab a nightly snapshot tar file of rsync because
I've added the --chmod=TWEAKS option that will allow you to specify
something like this:
rsync -av --chmod=Da+x,a+r src/ dest
That makes sure that all dirs get +x and everything gets +r.
