Ayup. I do that all the time, have set it up with ssh-1.x versions
and continue to do so with OpenSSH.

I have rsync-over-ssh-as-root-with-no-passwd running for backups,
djbdns secondary updating, website content updating, and other
assorted chores, wafting their merry way all over the internet.

Use a public key, RSAAuthentication in ssh terms, works fine.
