If you download the sources for the Win32 version you will find that it 
is in the "patches" directory.

Only that I wasn't aware of a 1.3.12 adapted version of the patch up 
until now. I'll upgrade for the next rsyncrypto version (which, if the 
current bug reports are any indication, won't be far in the future).
