If the config directive KLogPath was set to: $KLogPath /var/run/rsyslog/kmsg CPU has been hogged. Changing it to /proc/kmsg solved the problem completly. There were no file at /var/run/rsyslog/kmsg created during daemon start. Why? I dunno.
