There is some mismatch in your rsyslog versions... Because the messages you
cite from your log ("imuxsock begins to drop messages from pid 358 due to
rate-limiting") are NOT even present in 4.6.3. It looks like you are running
either a newer version as service and use an old one for the debug log OR
