[rsyslog] rsyslog 6.2.0 doesn't pick up LIBEE or LIBESTR values from command line

I'm setting the values of LIBEE_CFLAGS and LIBESTR_CFLAGS, yet I still 
get compile failures as below:

stringbuf.h:39:21: error: libestr.h: No such file or directory
Setting PKG_CONFIG_PATH doesn't work, either.
