I've setup a current Debian 5 as a side-activity and run into exactly the
same issue you do. It looks like a script ylwrap was not generated by
autotools (or it exists somewhere but does not report any real error
message). Quick web search did not bring a solution but many of the same
error messages.

Long story short: I have no idea on how to fix this on Debian 5. Seems not to
be related to rsyslog but rather the build system there, which seems to have
problems with flex/bison :(
