I don't maintain, but you can grab it all from 
        http://www.netconsonance.com/specfiles/rsyslog/

You'll need all of the files. Put them in ~/rpmbuild/SOURCES/rsyslog and 
rpmbuild -ba rsyslog.spec and you'll have it golden.
