You need to ask the Ubuntu folks, as this is not an rsyslog bug but rather a 
bug of the various Ubuntu packages. They drop privileges, but do not set file 
permissions consistently, so that rsyslog can no longer write to the files once 
it is huped.

In v7, I would assume that the whole process does not work in the first place.

HOWEVER, Andre has based our Ubuntu packages on the Ubuntu work, so they may 
have the same problem or not. I think it would probably a good idea to try 
these packages and see what happens. If it fails, I guess Andre will - after 
the holiday week - be interested in fixing this issue.
