I think you need to compile imptstats yourself. If you want a more generic thing, it would be nice to make it a RPM package, like rsyslog-relp and other "optional" modules are done sparately. Then you could contribute to Adiscon's RPM repository that you can find here: http://www.rsyslog.com/rhelcentos-rpms/
