I don't understand your problem, the -c option had nothing to do with collecting
remote syslog, it was a legacy option that said what version of the config file
to use, and it never really worked unless you told it the current version, so
now rsyslog just reads and parses the config without you having to try and tell
it what version of config language you are using.
