postgresql-9.2.3-1.fc18.i686 seems to behave the same way.
8.4.16 is still supported, but it's the oldest version supported.

And there seem to be other problems with the script as mentioned in
comments 4 and 5.
I never had to use this functionality and I'm surprised nobody hit this
earlier as the script is practically unchanged since rsyslog v3.
