no, there is no place that rsyslog requires anything to be.

But what do you man by "to export logs"

you could mean places for rsyslog to find logfiles that it then sends elsewhere

you could mean places that rsyslog writes logfiles

you could mean (as you seem to below) places for rsyslog to temporarily queue messages that it is trying to send.

 $WorkDirectory /var/lib/rsyslog     #where to place spool files
