given that this is a totaly new plugin, do we need the legacy parameters at

From a maintainer's perspective, I'm inclined to include them.
From a devel's perspective, I'd be happy not to have to maintain this legacy code.

I have plans to switch the whole rsyslog conf file to the new format but that won't happen in Fedora 19. Having a mixed syntax would be confusing (users having to look up the new syntax just for this one module). I'd prefer a coordinated switch (to some degree) when all the modules are ready, default configs are written in the new syntax and using the legacy format produces a warning.
