well one thing that I see is a problem is the & on a line by itself

that's like saying

if $msg contains 'Login' then

with no action following 'then'

That could be causing rsyslog to stop parsing the config file, what errors show up during startup? you may need to start rsyslogd with the -dn flags to see all the errors.

Also, I don't think this is the full config because you don't have any inputs here, so with this config, rsyslog would never have any log messages to process.
