First, you need to use a protocol that can detect that the remote server is down
(RELP is best, TCP syslog will loose some, but not much, UDP syslog will not
detect that the remote system is down)
Then your sending system needs to have a queue large enough to hold all the logs
that it needs to hold on to. This probably means that you will want to use a
disk-assisted queue (unless you are sure you have enough ram to hold all the
messages through the outage)
