Actually this is an old "new config format" bug already fixed in other
actions before when no default template is set.
I have fixed this issue in ompipe and omprog in v7-stable and master
branch.
You can either set a default template in your config like this:
*.info;mail.none;cron.none;syslog.none
action(name="action_scribe" type="ompipe"
pipe="/dev/scribe_syslog_pipe" template="RSYSLOG_ForwardFormat")
... or wait for the next minor update ;), it will be fixed in RSyslog
7.4.4.
