We would need to see your configuration, but this sort of thing is very possible
if you have a large queue of messages that you are delivering to thigns that are
slow to accept them.
This is why a kill -HUP doesn't do a full restart and re-read of the config, it
just closes and re-opens outputs (to allow for file rotation)
