[rsyslog] how do you set the main queue parameters with the v7 syntax?

The queue documentation at http://www.rsyslog.com/doc/node26.html talks about 
all the queue parameters, but only as part of an action() section. how do you 
set the parameters for the main queue with the new syntax?
