... actually, it was a shortcoming in librelp. It did not convey back the
error status. This is fixed now.

Unfortunately, this error-reporting capability is a relatively recent
addition. I don't want to require v7-stable to require a very
recent librelp version. As such, the behaviour will remain as-is in 7.4.
However, 7.5 will properly complain now if librelp 1.2.1 is used (no need
to update rsyslog, if it is the current 7.5 version).
