Ok, if you are just trying to generate load, tcpreplay does a good job. I've used it to replay UDP logs at varying speeds.

make sure you enable impstats so that you can see when the queues inside rsyslog start to build up.

26M lines of logs per day is not much by rsyslog standards, this averages to only 300 logs per second. Even inserting into Oracle without batch mode should not be hard at these speeds (you just need a good disk subsystem), and with batch mode this should be downright trivial.
