those are exactly the packages I am talking about, deb http://ubuntu.adiscon.com/v7-devel saucy/

was comparing them to previous quantal packages from the same URL, it seems there was some change either in packages or Ubuntu policies that does not allow user to reload rsyslog anymore. In the meantime resolved situation by using sudo (added syslog to sudoers)

  was hoping somebody can shed some light on it...

This is no longer possible using saucy packages from deb
http://ubuntu.adiscon.com/v7-devel saucy/ (using currently (2013-11-04)
latest version 7.5.6-0adiscon2)

The error message is the regular message that a user gets when they do
not
have permission to performa given upstart command:

reload: Rejected send message, 1 matched rules; type=\"method_call\",
sender=\":1.267\" (uid=101 pid=3686 comm=\"/sbin/reload rsyslog \")
interface=\"com.ubuntu.Upstart0_6.Instance\" member=\"Reload\" error
name=\"(unset)\" requested_reply=\"0\"
destination=\"com.ubuntu.Upstart\" (uid=0 pid=1 comm=\"/sbin/init \")

Is this intented change? Bug?
