It looks like there is a Transfer the repo. And even better it will setup 
redirects from where it used to be (ie https://github.com/rgerhards/rsyslog to 
https://github.com/Rsyslog/rsyslog)

Go into the repo (https://github.com/rgerhards/rsyslog) click on 'Settings' on 
the right hand rail. Down at the bottom there is a section labeled 'Danger 
Zone' with an option of 'Transfer Ownership'. In the pop-up that comes when you 
click transfer you need to type the name of the repo (rsyslog) in for 
confirmation and then the new owner (Rsyslog). I don't know if it is case 
sensitive, but better safe than sorry. :)
