just for the records: given your config and the messages that were emitted
by the new code, everything is working absolutely perfectly. You tell (by
using defaults) rsyslog to stop sending to this destionation when it goes
offline. Thus, once this happens the next 30 second of traffic are not
transmited to the destination (and thus "missing"). The breakage is
probably only too-late detected, so that we see it after a longer time
period. That's what I understand right now, and that means all is
performing exactly like it should.

re-configuring tells it you wnat something different ;)
