and storing them into a build-html, build-man, build-txt set of directories. It

the outputs should not be part of the repository, but the outputs should be autocreated whenever there is an update, and these outputs should be avaialble as tarballs for people to download if they don't want to generate them themselves.

Now, this may be one of the things that github is not able to support, in which case the appropriate hooks can be setup on the adiscon servers.
