you can add other people to the project, they don't have to be
committers, just observers. Then they can subscribe to changes like pull
requests and merges.

no idea (well, there's wiki but you know about that already)
4. I tried to find out if github offers some bugzilla integration. I had
the impression it does, but could not figure out the specifics. So is it
possible to make github link to and better yet integrate into bugzilla
(which is *the* open source problem tracking system) in a way that makes it
easy to work as a single system?
there are various hooks, not sure which is the best but pretty sure
