the first thing to do is to run rsyslogd manually and see if it reports any
errors at startup.
the second thing to do would be to run it with -dn to get the startup debug
output and see if it reports a problem.
your message is missing a few key words so it's not clear what's not working.

I got problem with rsyslog 8.X with all centos 5.X servers.
I cant start process properly. It looks like rsyslog cant for his process and
wait for some event which never happens.
Do you make any test with centos 5.10 and rsyslog 8 . I see that repository is
available for such centos so i assume that it works. Can you confirm that is
should be ok on such system ? Or point me some tips how i can figure out what
is problem?
