I subscribed to this mailing list to report the exact same issue as reported by Alan. The process list and strace output give the same results.
I am running CentOS 5.10 x86_64 and rsyslog 8.2.2. If I run "service syslog start" it hangs as described above, but if I then Ctrl-C it and run the start command again, it works as expected. Adding the -d flag gives the following output at the point it hangs: 0359.975759000:2b87bffcd2c0: GenerateLocalHostName uses 'centos5-x86-64-build' 0359.975874000:2b87bffcd2c0: ratelimit:rsyslogd[dflt]:new ratelimiter:bReduceRepeatMsgs 0 0359.975953000:2b87bffcd2c0: ratelimit:rsyslogd[internal_messages]:new ratelimiter:bReduceRepeatMsgs 0 0359.976136000:2b87bffcd2c0: Checking pidfile '/var/run/rsyslogd.pid'. Unfortunately, I will be deploying this on CentOS 5.8 boxes, so the updated kernel is not an option for me.
