Grant, as Andreas has mentioned we are facing a second issue inside rsyslog code. Andreas has provided a second patch at https://build.opensuse.org/package/show/Base:System/rsyslog and GitHub.
With this patch building of rsyslog 8.4.x on openSUSE with json-c-0.11 and 0.12 is working again! https://build.opensuse.org/package/live_build_log/security:logging:elma/rsyslog/openSUSE_13.1/x86_64 You have to update your rsyslog packages.
