config and version please? 8.6 has a fix in it that solves this problem on some
distros, but I don't think I've heard about it before on Ubuntu.

On centos, it restarts fine.
On ubuntu,
first I have to stop rsyslog process
# service rsyslog stop.
then run
# /usr/local/sbin/rsyslogd
and once the process starts, I restarts without any hassle.
