to go into more detail, loading the config in rsyslog involes a lot of things, including loading modules that change internal data structures significantly. As such any reload of the config would be the same as a restart in that it would have to completely flush all it's internal state (including messages it's processing) and recreate it from scratch, during which time it couldn't be processing (including accepting) any messages.
