Mh, do I really need to get RHEL7 to trigger the problem? I tried on Gentoo but was unable to reproduce (openssl-1.0.2a, gnutls-3.3.15, libmysqlclient from mariadb-10.0.19). Are you using official MariaDB and GnuTLS packages from RHEL or did you build these packages from source, too? - gnutls-3.3.8-12.el7? - mariadb-5.5.41-2.el7_0?
