I know that on some systems, doing this will send rsyslog a kill -15 signal,
wait a few seconds, and if it hasn't stopped, will send a kill -9 signal.
If those 'few seconds' are not long enough for rsyslog to write the data out,
the kill -9 signal forces it to abandon the logs.
try shutting it down with a simple kill <pidofrsyslog> and see how long it takes
to shutdown (and if this longer shutdown saves the data)
