Good Lord, really? I did not know that. I was indeed using "restart rsyslog". My hack that worked did so by modifying a file that was sourced by the upstart .conf file, while modifying the .conf file appeared to have no effect. If upstart was simply not reloading the .conf file then that would explain everything! I'll investigate further and report back.

That was it! Using " limit nofile 16384 16384" in the rsyslog.conf file, then "stop rsyslog" followed by "start rsyslog", worked just fine. The problem, like you say, was that "restart rsyslog" doesn't reload the config file. How odd! Well, I've learned something today.

If you use the Stack Exchange sites, I'd be glad to accept/upvote an answer on the question I posted at <http://unix.stackexchange.com/questions/248560/how-to-set-the-nofile-limit-on-rsyslog-with-upstart/> a while back. If you don't (or don't have the time/inclination to answer there) then I'll replace my existing answer, which uses the hack of /etc/default/rsyslog, to use the proper "limit nofile" change and explain that the problem was how I was restarting rsyslog.
