Maybe I don't understand the question correctly.

he's saying that he already has a proxy of some sort in place (my guess is a http proxy) and is looking to see if he can use that instead of using a different machine.

If the proxy is HA and running Linux, you can run rsyslog on the same machine rather than needing separate machines.
