in the action() statement you can set the modes to create files, that should apply to both fixed filenames and dynafiles

in the old style config format, the settings apply to the next action. so setting them to one thing, defining a template, then setting them to something else is meaningless.

This is one of the places where the new config format makes it much clearer what is happening

fileCreateMode and dirCreateMode are applied at the template level, but
this is not valid. They are omfile action parameters.
