Fwiw, I've published newer versions of rsyslog via backports.debian.org in the past and I plan to do so in the futuren. The current version there is 8.16.0 (currently stuck in the NEW queue [1]), it should reach the backports archive soonish. Newer versions are more problematic, due to their dependency on libfastjson.
