I guess the scenario (remote-host can not connect central host) is quite
uncommon.
Do you think my solution (ssh tunnel) will work? Do you see an easier way?
The SSH tunnel or enabling TLS encryption should work (or you can trust your
site-to-site VPN.
In either case, you will want to use RELP instead of just TCP

I will use RELP, thank you for this hint.
Since it is based on tcp it should work over ssh-tunnel (to work
around the strange network setup where the remote-host can't connect
to the central server).
