This is based on a client request.  Apparently, they want to send us data in 
this format but we do not have means to test rsyslog for rfc3195. So, before 
accepting any data, we want to test this in our environment to understand how 
this is supported and other experimentation.

well, the question is: why do you need 3195? Which system is supposed
to send data to im3195? I would suggest to use that same system for
testing.
