It's true this module does not exist in this directory which was rewritten
when it was upgraded, although many other modules are present.
did you compile rsyslog yourself or did you install it via a package system? If
you used a package system, there is probably a rsyslog-snmp package you need to
install. Rsyslog is frequently broken up into multiple packages when a module
would add a significant dependency to the system.
